Subclass 189 Occupation Tiers: Understanding the 2025–26 FOI Data

New GSM Tier System for 189 visa

What the 2025–26 occupation data shows

Historical policy data, not a forecast of your invitation. Home Affairs released a four-tier occupation ceiling table for the 2025–26 financial year under Freedom of Information request FA 26/01/00545. It should not be treated as a current invitation timetable or a replacement for visa eligibility requirements.

Read the Home Affairs FOI release and its caveats.

Which visas does it cover?

The release says occupation ceilings are policy guidance for subclass 189 and the family-sponsored stream of subclass 491. They do not apply to employer-sponsored visas or state and territory nominated skilled visas. Ceilings may change and do not necessarily reflect final program outcomes.

What this means for your planning

A tier or ceiling is not a reliable individual invitation probability. Do not assume a high points score guarantees an invitation or that a lower score rules one out. Check current official eligibility and invitation information separately.

  1. Confirm the occupation and skills assessment relevant to your circumstances.
  2. Check the evidence for each point claimed in your Expression of Interest.
  3. Compare suitable visa options and any state nomination requirements.
  4. Keep visa expiry dates and evidence validity under review while waiting.
